Publisher's notes for 4.2.0 stable
`locate` takes the fallbacks it would read from the process, so a tool's tests never find the machine's own OpenMW configuration.
Added
locate(given, fallbacks):fallbacksis{ environment, own }, OPENMW_CONFIG's value and OpenMW's own configuration folder, standing in for this process's. A test passes{}to have neither; without it they are read from the process, as in 4.1.0.

Publisher's notes for 4.1.0 stable
Finds OpenMW's own configuration again, as the Rust crate did: `locate` takes a named file or folder, else OPENMW_CONFIG, else the openmw.cfg in OpenMW's user folder.
Added
userFolders(): the folders OpenMW's?userconfig?and?userdata?tokens name on this platform, worked out as OpenMW does: Documents\My Games\OpenMW on Windows (the Documents known folder, wherever it was moved), Library/Preferences/openmw and Library/Application Support/openmw on macOS, and the XDG folders elsewhere. Pass them tonewastokens. Empty without the process.environment capability.locate(given): the openmw.cfg a tool reads, given(a file, or a folder holding one under any capitalization), else OPENMW_CONFIG, else OpenMW's own. Nil and why when there is none.@openmw-config/user: the per-platform rules as a function of a platform description, for a caller describing another platform.
Known issues
userFoldersandlocate's fallbacks need jess 0.2.1 or later, whose runtime says which platform it runs on and where Documents is.
